Theoretically, the budget in athletics is funded with entirely different resources than that of the University's General Fund, so in that respect just by itself, I would say no. Athletics is mostly supported with their own student fees and ticket sales revenues. However, since there are always a lot of interaction between units in the University, I would think it would always be better that the university as a whole is in "good budget years" over bad ones, so I would think it could affect Athletics in one way or another, albeit not in a "direct" way.
One aspect I know affects, or may affect, athletics is for construction monies, as some CITF funds already approved for next budget year was allocated for the football stadium (+-$6 to $8 million), and some for the basketball arena (+- $5 million). So, if for some reason, the legislature/governor change what was already approved, then it would affect negatively on some funds already earmarked for construction improvements at our two most important athletic buildings. If it stays the way it was originally approved, then FIU will receive over $17-$18 million from CITF funds, of which about $11 to $13 million would be used for construction related to athletic arenas/stadiums.
Also, the PECO funds earmarked for building constructions, are very important for Phase II of the Stadium builiding, as the Student Support Center to be attached to the North Side of the Football Stadium would be mainly, if not totally, supported by these funds....
